4)Proposed amendments to the constitution (pp 55-59 2005-2006 Yearbook)

1)(a) The term `Treasurer` be replaced by the term `Finance Director` wherever it occurs.

   (b) All references to the Director of `Ladies Chess` be replaced by references to Director of `Women’s Chess`

(c) All references to `Media` and `Planning and Development` or `Publicity and Development` be changed to read `Publicity` (in the cases referring to `Media`), and `Development` (in cases referring to `Planning and Development` or `Publicity and Development`)

(d) A new officer’s post be created, and added to those listed in 6(i)(f), that of `Rapid Play Grading Officer`. This officer will not have a position on the Welsh Chess Union’s Management Board.

(e) Change 9(i)(e) to `Residence in Wales for at least two years immediately before the event in question.`

Change the first sentence of 9(iii)(d) to `Residence in Wales throughout the three years ending immediately prior to the selection meeting for the event.`

That the Management Board may make minor drafting changes without significant, substantive effect to the constitution, in order to ensure clarity and consistency of wording.

2)  That `9(i) Closed Championships` (regarding eligibility/qualification) be changed to the following :

In order for a person to participate in a closed championship organised by the Welsh Chess Union, that person must be eligible in one or more of the following ways :-

To have been born in Wales

To have one or more natural parents that were born in Wales

To be the current spouse of a person that was born in Wales

For the `Welsh Championship` (Henry Golding Trophy) and the `Welsh Ladies Championship`, to have been a previous winner of the corresponding event at any time.

For the `Welsh Championship` (Henry Golding Trophy) and the `Welsh Ladies Championship`, to have competed in the corresponding event at any time in the previous two years. 

To have current residence in Wales, and to also have been resident in Wales for a continuous period of at least two years immediately prior to the starting date of the event in question.    

To have been resident in Wales for a period of at least five consecutive years during the twenty year period immediately prior to the starting date of the event in question.

To have been resident in Wales for a period of at least ten consecutive years at any point in time.

Additional.

To be eligible under (d) (e) (f) (g) or (h) a person must also have played at least fourteen gradable        games in Wales (a tournament bye counts as one graded game. Games from `Quick-Play` events do not count) during the three year period immediately prior to the starting date of the event in question.

(ii) Any person wanting to enter a `Closed Championship` organised by the Welsh Chess Union must be a fully registered member of the Welsh Chess Union before any entry can be accepted.

(iii)Any person wanting to enter a `Closed Championship` organised by the Welsh Chess Union must also comply with any specific rules and/or restrictions laid down by the organising committee of the event in question.

3)  That the registration fees for annual membership to the Welsh Chess Union are changed with effect from 2006/2007 to the following :-

                Adults  - £100

                Juniors - £70
