Proposed New Eligibility Rules from the Management Board

Proposed changes to the constitution

  • Replace section 8(c) with:
    • “The Selection Committee shall exclude from consideration for international events players who have not actively associated themselves with Welsh Chess except for events where the player concerned is required to satisfy the condition in section 9(3) below (current involvement).
  • Replace the existing section 9 with the following

 

 

 

Definition of ‘Welsh’

9. QUALIFICATION RULES

(1) A player is regarded as Welsh for the purpose of these rules if that player satisfies one or more of the following conditions:

  • a) birth in Wales
  • b) child of a parent born in Wales
  • c) residence in Wales for a period of ten years or more, or periods totalling ten years or more, at any time
  • either
  • d) residence in Wales for the two years or more immediately prior to the relevant date.
  • or
  • d) residence in Wales for the three years or more immediately prior to the relevant date.

 

 

International Selection

(2) Subject to sub-section (4) a player is qualified to represent Wales in an international competition, if at the relevant date that player:

  • a) is regarded as Welsh under sub-section (1) above; and, except for an international competition, where participation is restricted to women or girls,
  • b) satisfies the ‘current involvement’ requirement set out in sub-section (3).

 

Current involvement

Either

(3) A player satisfies the current involvement requirement if that player during the two year period immediately prior to the relevant date has played at least 40 gradable games in the period at least 12 of which are in the twelve months immediately prior to that date. 

or

(3) A player satisfies the current involvement requirement if that player during the two year period immediately prior to the relevant date has played at least 50 gradable games in the period at least 12 of which are in the twelve months immediately prior to that date.

or

(3) A player satisfies the current involvement requirement if that player during the two year period immediately prior to the relevant date has played at least 60 gradable games in the period at least 12 of which are in the twelve months immediately prior to that date.

or

(3) A player satisfies the current involvement requirement if that player during the three year period immediately prior to the relevant date has played at least 60 gradable games in the period at least 12 of which are in the twelve months immediately prior to that date.

 

FIDE events

(4) A player cannot represent Wales in an official FIDE competition unless at the relevant date that player is eligible to do so under the rules of FIDE.

Domestic Events

Either

(5) Subject to sub-section (6) and to such rules as the organisers may make regarding playing strength a player is qualified to participate in a closed competition if at the relevant date that player is a registered member of the Union and regarded as Welsh under sub-section (1).

or

(5) Subject to sub-section (6) and to such rules as the organisers may make regarding playing strength a player is qualified to participate in a closed competition if at the relevant date that player is a registered member of the Union and either regarded as Welsh under sub-section (1) or, in the case of participation in the Welsh Championship or the Welsh Ladies Championship, a former Welsh Champion (or joint champion) or, as the case may be, a former Ladies Champion (or joint champion).

 

 

 

Juniors

 

 

(6) A player is qualified to participate in Welsh Junior Championships, designated as closed by the Junior Committee in accordance with section 8(b)(iii), if at the relevant date the player is:

  • a) a registered member of the Union (unless the Junior Committee decides to waive that requirement); and
  • b) either satisfies the requirements of one or more of paragraphs (a), (b) and (c) of sub-section (5) or else has attended a school in Wales for the immediately previous nine months or more.

 

The Relevant Date

(7) For the purposes of this section the relevant date is:

  • a) in the case of a closed competition the date on which that event begins; and
  • b) in the case of an international competition the date on which the player concerned is selected to represent Wales.

 

 

Gradable Games

 

(8) For the purposes of this section gradable games are those that are played under time limits and other conditions which would enable them to be taken into account in arriving at Welsh Chess Union ratings (other than rapid play ratings):

  • a) in Wales; or
  • b) representing Wales; or
  • c) representing a Welsh club team outside Wales; or
  • d) for any predominantly Welsh 4NCL team.”

 

3. Proposals 1 and 2 above shall take effect where ‘the relevant date’ as defined in the proposed section 9(7) falls after 5th June 2008 except that a player will not be required to satisfy the condition in the proposed section 9(3) (current involvement) where that date falls before 1st January 2009.
